This Minute advises of progress made to date on how the Inquiry may operate, including the appointment of a Manager Secretariat.

The Inquiry has identified some ‘core participants’ – these are the people who have the legal right to give evidence and make submission to an inquiry. Those designated so far are the New Zealand Defence Force (NZDF), Jon Stephenson, Nicky Hager and affected Afghan villagers (the three villagers named in the Minute  have name protection).

The Inquiry has made preliminary recommendations about legal assistance for the Afghan villagers and Mr Stephenson.
